In 1991, the first Citizens' Recognition Committee (CRC) was established to select and recognize individuals, past and present, for their volunteer contributions to the Chino community. The first members consisted of: Al McCombs, Sylvia Orosco, Phyllis Outhier, Reva Salter, Linda Takeuchi, and Al Yankey, The committee consisted of three members from the Chino community and three members from the Chino Valley Historical Society Historical Society.
The CRC members would submit names for committee consideration and review to make sure recipient meets the selection criteria. Once inducted into the Hall of Fame, an award plaque will be presented to the individual and/or family and displayed at the Chino Community Building.

- Selection Criteria - Any individual, past or present, who is/or was a Chino resident, who has made significant contributions toward the development and progress of the City of Chino, and who have been exemplars of leadership and service in a manner that has engendered honor and respect from an historical perspective for their participation in the Chino community life.
